Client Challenge
The operator required redesign of existing crude oil storage tank battery and oil skimming tanks to address regulatory compliance related to tank spacing and air quality management. The project had to be executed in an active facility, with minimal disruption to ongoing operations and without interrupting production.
Approach
In collaboration with project owner (EPC company), Stream3 Solutions performed a comprehensive brownfield engineering study focused on constructability, safety, and regulatory compliance. The team evaluated existing process conditions, layout constraints, and tie-in opportunities, and developed multiple alternatives to enable facility upgrades without shutting in production.
Our scope included:
- Review of existing process engineering and facility layouts
- Identification of tie-ins and demolition limits
- Improve vent gas management through integration of VRU and flare systems
- Design team planning and coordination
- Development of a constructible redesign incorporating piping, process, civil, and E&I disciplines
- Preparation of Issued for Construction (IFC) piping engineering package to support field execution
- PVF procurement support
